Bug Fix RegAlloc
RA, self-conflict around backedge of loop predates loop, must still split. Eager splitting here leads to bad allocations, but never splitting is broken.
Move building adj lists into IFG from Coalesce.
testNewtonFloat not so fragile.
Hack around bug SetArm
